The Associated Press has called both chambers of Congress for Democrats, so a Republican President will face a Democratic Congress from January. Stocks rallied on Wednesday. Large tax and tariff bills now look less likely, and the outgoing Congress still has to fund the government by 11 December.

Americans vote on Tuesday for all 435 House seats, 35 Senate seats and 36 governors. In the 12 months after each of the 19 midterms since 1950, the S&P 500 rose 18 times, by this publication's count of Robert Shiller's index data. The exception was 1986, when it was flat. Past returns do not predict future ones, and no result is known yet.
